I have hid some of this ingredient in various realms... outside of ours. The easiest to reach is via Eltibule.

The winter fae have tunnels that travel through Eltibule. Look for green bears. Oh... you may need to find a key. Speak to humans in the area.

Once inside, look for a Tuvillic Rune. It's not too far... inside.}}
