The Council of Eight was formed by the remaining members of The Council of Thirteen after the Dissenting Five were exiled. They ruled for 103 years, and replaced members when needed. When Torsagar the Regent opted to retire, the Council of Eight chose to not anoint any new members. They eventually became known as The Council of Five.
