Velkort lives in a house in Serbule, and he is found walking around near the well. He is easily noticed as there is usually a Sentient Flame creature nearby (possibly one of his creations, neato!). Speak with him, and he may share the secrets of Fire Magic.
Velkort seems to harbor feelings for Blanche.
