The Council gives them out in cases where a cross-race marriage is in the best interests of humanity. Maybe I can get one, and Willem could come live with me in Statehelm!
There's only two problems: Willem would never want to live in Statehelm, and the Council would never give me a waiver for Wilem, since I'm a nobody and he's not really important in dwarven society. YET. But if I help him, I think I can make him famous enough he'd qualify! And if that doesn't work, I'll think of something else. I have time... Willem says he's staying here until he's 50, so I have almost a decade!
