Hogan is the owner of the castle, referred in-game as Hogan's Keep. Hogan is a staff combat expert and is usually seen practicing his moves, when not talking to the visitors.

As hinted in the Stuff to Do panel, becoming [Close Friends] with Hogan will allow you to visit the basement of the keep and his "guests".
