Summary
Pennoc in Serbule told you to give presents to the townsfolk of Serbule. (Use the 'Give Gift' option when talking to an NPC.) The gifts need to be something the townsfolk like -- use 'Small Talk' to find that out.

Preface
“The people in this town are boring. Aside from the great sex, there's nothing to really recommend this place. I think the problem lies in morale. Go boost morale! Give the townsfolk thoughtful gifts. And don't be a cheapskate -- spend at least 50 Councils on each.
