Learning
To learn the Wind Instruments skill all you need to do is find an instrument that fits your level requirements. (Some have no requirements at all!)
Make sure that the Wind Instrument says "Equipping this item grants you basic proficiency in wind instrument performance". Many horns do not have this attribute.

Leveling
To level the Wind Instruments skill all you need to do is play a wind instrument.
